I hate the eagles and there fans

I'm a giants fan so I am looking at this from the outside but.... It seems to me they are always "rebuilding" there doesn't seem to be steady set of players except for on the O line and McNugget and westbrook. They are always looking to stay under their salary cap. If you are going to do that you have to draft guys that could possibly play in their first year. As you you know though rookies are hit and miss you never know.
